i need help understanding insurance law?

ok, i was reading the “road traffic act 1988″

section 146: In order to comply with the requirements of this Part of this Act, a security must satisfy the following conditions.

(4) In the case of liabilities arising out of the use of a motor vehicle on a road in Great Britain the amount secured need not exceed—

(a) in the case of an undertaking relating to the use of public service vehicles (within the meaning of the [1981 c. 14.] Public Passenger Vehicles Act 1981), £25,000,

(b) in any other case, £5,000.

what does that mean… does that mean that motorists incharge of public service vehicles must not pay more that £25,000 in insurance or “security”… and that for all other cases… it must not exceed 5,000… because… i keep getting car insurance quotes ranging as high as 9,500 o_O… meh… thx for reasing =s

It doesn’t have to do with how much you have to pay for insurance, it is stating the minimum policy limits for liability coverage that is required to drive in Britain. So if you are driving a government vehicle, that vehicle needs to have 25,000 pounds worth of insurance (i.e. that is the maximum payout to a person injured in a crash with the vehicle) while private vehicles only need to have a policy that would pay out 5,000 pounds.
